METRO YOUTH SOCCER LEAGUE
GENERAL MEMBERSHIP MEETING
October 11, 2000

Meeting called to order by President Giuliano 8:00pm at the Lyndhurst Polish American Hall. Reading of minutes from previous meeting, no additions, deletions, or corrections. Motion by Staten Island; second Paramus to accept; all in favor.

Call of roll for delegates: Absent - Talons; HansSoliz; Ironbound; JCCS; Lodi;J.C.Youth; Pascack; Silver Lake; Tenafly; Woodcliff Lake. These clubs will be fined $100 for missing meeting, fine to be paid in 30 days in accordance with our by-laws..

PRESIDENT'S REPORT - Frank introduced our new arbitrator, Vince Galasso.

Frank talked about excessive goal differential; there have been many complaints. This will be reported on later in meeting. Frank spoke about non-attendance at our meetings, fines as above will be assessed.

Frank reminded all that at the special meeting all coaches in attendance were issued a special pass, which is to be shown to the referee at each game. Delegates were to purchase additional cards for the coaches who did not attend the general meeting. Coaches who do not have these cards at future games will be suspended.

Again the problem arose about no referee at your game. A rule was made for the delegates to follow so that a ref could be assigned. If no ref calls by the end of the week, the delegate must call his ref assignor to notify him by Friday. If no ref is available (Referees VIII F) home team will make arrangements. Any and all complaints about your game, referee, field, etc. are to be reported on the MYSL REFEREE REPORT, AND SEND TO YOUR ASSIGNOR. Personal visits or calls to Frank or other members of the board are unnecessary and a waste of time.

Again we experienced a very bad registration process. This in turn caused teams to go uncarded, and games were forfeit. All this is spite of 6 weeks advanced notice and complete instructions being issued on how to complete the process completely and accurately.

We still experienced teams dropping from the league after the schedule was made, fines were issued where appropriate.

At the next AGM all clubs entering teams will be required to pay up front.

At the present time we are attempting to coordinate with the Metro Stars; setting up a coaching clinic and workshop for the spring. To be announced.

Our end of season tournament in the spring will be a different format than in the past. We are in need of a location for our final tournament; final game for all age groups to be played same day, same location, and trophies to be awarded then. Any clubs with suitable location, notify Frank. The end of the fall 2000 season will have small trophies awarded to fall champions.

Our new sponsor is GMAC, and the patches will be affixed to home uniforms.

Protests will be handled in accordance with by-law IX - in writing accompanied by a $25 check, mailed to arbitrator only within 48 hours. No Emails or telephone calls.

VICE PRESIDENT’S REPORT - Charlie
All changes for journal etc. must be submitted in a timely fashion. These changes will then be put on the website. The changes happen so often, it is impossible to keep up with them and submit journal revisions every meeting to the delegates. To keep current, delegates should check the website regularly. Motion Staten Island; second Vistula to accept report, all in favor.

GAMES CHAIRMAN’S REPORT/Boys - Cliff
Any request for schedule changes for attending tournaments, must be submitted 10 days in advance, to ref assignor and games chairman. If this is not followed, games must be played or forfeit will be awarded. By-law VII. All games up to last week were either played or forfeited in accordance with our rules.

GAMES CHAIRMAN’S REPORT/Girls - Ken
No major problems, and all games not played have been rescheduled in accordance with our rules.

REFEREE ASSIGNOR’S REPORT - Carmelo
Asked for referee reports, very few clubs are submitting them. This is the best way that the assignors can evaluate the referees they send you each week. Telephone calls and bickering is not the right way. No harassing our referees please. Carmen also requests that if you have any video tapes of your games, they are to be used only as a training aid for referees, at their meetings, and not as a tool for protests etc.

SELECT TEAMS REPORT - Tom
Forms and information on select will be mailed to all MYSL kids. Coaches and volunteers needed. Last year was a bad one for representation and we were unable to field all age groups for the first time. All clubs are asked to send players.

REGISTRAR’S REPORT - Ernesto
Still too many problems with registration. It has caused too much unnecessary work for the registrar and those who help him. Delegates are again asked to oversee the completing of the packages before they are brought in for the registrar, evidently too many hands are involved and not all are knowledgeable. The packages are issued by the state and the rules we enforce are state rules, and they must be followed.

Refer to MYSL bylaws Sec 2 and 3 as well as the instructions in the package before starting the registration process. If there is erroneous or false information in the package or incomplete information and it is received at the state, the registrar, the MYSL and the club involved, face sanctions and fines by our league and or the state. Again no passes will be made until the packages are completely and accurately prepared.

OLD BUSINESS - Games Chairman Cliff Moore prepared a spread sheet that was distributed to all in attendance, showing scores that were run up and the offending clubs. Complaints have risen and we must take care not to do this. Even though this is a select league, we must remember they are still kids and beating up on a team by 10 or 12 goals is not necessary. The board therefore made a decision that there will be a $20 fine for each goal beyond a 7-goal differential.

NEW BUSINESS - Frank advised that there are ongoing negotiations for our Metro Cup sponsorship. Our agreement with the Metro Stars of mandatory participation by all players, attending a game during the season and holding our Div 1 boys and girls finals at Giants Stadium will be voted on at the December meeting. Fair Play Committee now has as its chairman Bill Hibbits who replaced Cosmo who did such a fine job over the years. We welcome Bill and say thanks to Cosmo.JV
